By this age, kids are too cool for a baggie of candy and small toys. Although, if you package it right, candy is a great choice. It's all in the presentation of the favor.

A small gift bag is a great idea for this age group. Purchase them in your party colors and fill with a magnifying glass, a small game of clue, a spy journal, a small flashlight, and some candy.

You can then decorate the gift bag to match your chosen theme and color scheme. If the gift bag has no handle, then fold down and punch two holes in the folds. Run a ribbon through the two holes and tie in a bow.

If the gift bag has handles, then just tie ribbon onto the handle for a festive touch. You'll want to bring in the Masquerade feel to the favors as well, so glue or staple a mask to the front of the bag. Embellish with feathers and sequins if desired.

You can also find the game of clue pretty cheap. You could give a full size game to everyone as well.
